Proposal Manager

On behalf of our leading-industry Client, we are seeking a permanent Proposal Manager. The primary responsibility is the production of compliant, compelling and winning proposals.

Job Details

-The Proposal Manager engages with a broad set of stakeholders but works very closely with Capture and Program Managers to execute the elements of Business Development Process including analysis, planning, production, and delivery
-The Proposal Manager will lead teams of contributors in a matrix-oriented environment, delivering winning proposals, executed within customer defined timelines
-Formulation of Win Strategies into a baseline solution ready for contributions from the Proposal team, which includes the “story boarding” of the proposal
-Ensures strategic marketing and positioning messages are reflected in the proposal while ensuring brand, style and standards are observed
-Ensures that the proposal volume outlines are complete and respond to all customer requirements as defined in the Request for Proposal (RFP)
-Supports Capture teams with submissions of a broad range of solicitations including (but not limited to) RFP, Request for Information (RFI), Letter of Interest (LOI), Request for Quotation, and Draft RFP
-Allocates writing assignments across the Proposal Team
-Ensures that appropriate artifacts are prepared for presentation at the Kick-off Meeting including: Draft Executive Summary; Project technical, programmatic and support approach descriptions; Proposal win themes and strategies; Proposal development schedule; Proposal outline with author assignments; and Proposal development training material for authors
-Development and management of the proposal schedule while maintaining of the proposal meeting calendar and action item list
-Identification of reviewers who will participate in colour reviews
-Preparation of read-in material required by reviewers in preparation for colour team participation
-Updating of baseline material as information is received (amendments) and distribution to contributors
-Responsible for tracking the progress of the proposal volumes as managed by Volume Leads
-Maintain a collaborative relationship with the Capture Manager throughout the development process, suggesting improvement that will lead to the issuance of a top quality product to the customer

Skills

-A minimum of 10 years of experience in proposal management, capture management, and/or technical management 
-Critical thinking, excellent written, proofreading, editing skills and business acumen, and ability to interface at many levels within the organization
-Proven experience being a leader in winning and closing business pursuits
-Proven expertise in the management of multidisciplinary teams in a matrix environment
-Ability to deal with government standards and compliance
