On behalf of our client, Procom is seeking a CAD Project Manager for a 2 year contract in Winnipeg, MB.

The Project Manager will initiate, lead, facilitate, coordinate, and provide direction, monitoring and oversight activity for the project assigned and ensure that the benefits of the investment are realized in an efficient and effective manner. This position is expected to develop and maintain strong relationships with project stakeholders throughout the project lifecycle. This includes, but is not limited to application functional support including configuring, designing, testing, and implementing the components and end user support, training, and communications.

As a Project Manager, you will work with the Project Sponsors to plan, deliver, and transfer the project to the Business Owner.

CAD Project Manager Responsibilities

  • Provide project management expertise and guidance to the Department to successfully complete and/or implement projects and departmental initiatives, while achieving the benefits of the investment.
  • Provide project planning and management to ensure projects are proceeding according to plans with costs and benefits aligned with approved Business Case criteria and with terms established within the Business Case for each approved project.
  • Represent the Department at Public Engagement activities meetings with stakeholders and councilors as necessary.
  • Prepare Committee and Council reports and presentations as necessary.
  • Lead the planning and implementation of a project and provide regular project status reporting.
  • Undertake to deliver projects based on the client’s Project Management Manual.
  • Develop the Project Charter, Schedule and full-scale Project Plans.
  • Facilitate the definition of project scope, goals and deliverables.
  • Responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects.
  • Develop and manage the procurement process which includes solicitation and contract administration tasks.
  • Develop a comprehensive procurement strategy for each project phase in accordance with the policies, Administrative Standards, and manuals.
  • Prepare Requests for Proposals, Requests for Quotations, Contract Plans, Specifications and Estimates for Tenders, evaluate tendered bids and make recommendations for the Award of Contracts.
  • Undertake Project Contract Administration when external contractors are involved once the project is approved.
  • Evaluate Bid Submission proposals.
  • Prepare Award Reports.
  • Identify, evaluate, and recommend resolution of Contract issues.
  • Approve billing payments based on the deliverables that have been signed-off.
  • Assist with and develop Project Charter, Schedule and Work Breakdown, Communication Matrix, Risk Assessment information.
  • Validate that the product quality testing activities as identified in the contract are performed.
  • Manage the transition of final deliverable documents between the project team and the business owner.
  • Ensure operational training is developed and delivered and training manuals are turned over to operations.
  • Coordinate and oversee all aspects of Project Turnover.
  • Perform any other duties consistent with the classification, as required.

CAD Project Manager Mandatory Skills

  • Bachelor Degree in a related field such as Computer Science, Commerce, Engineering, or Finance, or an acceptable equivalent combination of education, training, and experience.
  • Five (5) to eight (8) years of experience related to the duties listed above in Project Delivery, preferably in a Public Sector environment.
  • Possess and maintain a valid Manitoba Class 5 Full Driver's License.
  • Post-secondary education in Project Management would be desirable.
  • Project Management Professional (PMP) designation / Prince II certification and certification in Asset Management would be desirable.
  • Successful completion of the associated professional designations in addition to the education listed above including obtaining a P. Eng., C.E.T / A.Sc.T, CPA and/or CMA, CGA, CA would be desirable.
  • Experience directly related to project management of Emergency Service software implementation projects preferably with Hexagon / Intergraph CAD and integration with associated systems such as Records Management, Scheduling and Roster, Station Alerting and Resource Management applications.
  • Previous demonstrated success in leading projects including change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.
  • Experience with supervision and management of software and hardware consultants and contractors.
  • Excellent organizational and time management skills in order to be flexible and responsive to changing priorities and circumstances as well as ability to work on diverse projects simultaneously in stressful and fast paced environment.
  • Supervisory experience including planning, organizing, directing, motivating and managing professional and administrative staff.
  • Previous experience managing and leading projects including organizing, coordinating, planning, and maintaining schedules and controlling a large number of projects.
  • Excellent analytical, problem-solving and decision-making skills.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.
  • Ability and experience in Microsoft Office Suite including experience with Project Management Systems such as Microsoft Project or similar software.
  • Ability to commit towards continuous learning, growth and the achievement of high performance.
  • Excellent interpersonal skills including the ability to maintain relations with consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements, and formulates sound recommendations.
  • Proven ability to set priorities, solve problems and meet deadlines under pressure.
