Job Description

The Offsets & Industrial Participation Specialist reports to the Director, Contracts & Procurement and is responsible to support the development and execution of the ADGA Group Consultants Inc. (“ADGA”) Offsets & Industrial Participation program. This resource is accountable for the coordination of a portfolio of current obligations valued at more than $250M CAD, with an additional pipeline of future opportunities.

As a subject matter expert, the Offsets & Industrial Participation Specialist is relied upon to represent the interests of ADGA with Canada’s ITB Authorities and navigate the complexities and associated financial risks of Canada’s Industrial and Technological Benefits (ITB) Policy, to help ensure all current and future obligations are well coordinated and that ADGA is well-positioned for success in winning future defence contracts.

Key Responsibilities:

•       Coordinate with internal stakeholders from across all of ADGA’s Lines of Business to identify, develop and submit activity eligible for offset credit in the Canadian marketplace

•       Identify and capture of eligible offset business activities and opportunities; ensuring incrementality and causality requirements are addressed and adequately documented to ensure acceptance by the Canadian Offset Authorities (ISED).

•       Provide coordination, planning, and execution for Offsets/VP/ITB commitments on major Defence projects

•       Coordinate an offset strategy and its related metrics, and the ongoing development and monitoring of control systems designed to report accurate achievement of the Company’s goals

•       Coordinate, maintain and report on activities with Sector and Segment to achieve effective overall offsets management within the company

•       Maintain Offset records and develop project performance reports, briefing notes, and budget reports to senior management and other internal stakeholders as needed.

•       Contribute to Proposals to ensure Offset obligations are understood and properly described in our offers for new programs requiring ITB/VP submissions

•       Support the negotiation of contract and subcontract Offset Terms & Conditions

•       Coordinate offset requirements across national defence projects, execute administration duties including the submission of monthly and yearly offset reporting in support of multiple programs.

•       Establish and maintain stakeholder relationships, including Customers, Subcontractors, Suppliers and Government representatives.

•       Participate in working groups to develop policy, process and procedure documentation to support company initiatives such as Digital Transformation;

•       Manage the corporate ITB Bank Account

Qualifications

  • Minimum of a Bachelor degree in Business Administration or Law (or a related field)
  • 3+ years of experience, ideally working in the military, defence and security industry in Canada, with experience in Canadian Offset management under the Industrial and Technological Benefits policy 
  • Technical proficiency in the MS Office suite, primarily Excel, Word and PowerPoint is a must and working in a Digital environment with Salesforce and Financial Force would be an asset.
  • English essential (Read/Write/Speak) – Bilingualism desirable (French/English)
  • Strong verbal and written communication skills are a requirement.

  • Security Clearance: Must be eligible to obtain a CISD Secret Level II clearance
  • Controlled Goods: Must be able to obtain and maintain a positive Controlled Goods Assessment.
